Cannot Create Variations

I need to create a listing with variations and am not able to no matter what the category is. I am selling watch straps of a different color and size, and do not have the option to create a listing with a variation. 

I tried Men's T Shirts just to see if I could get the option to create a listing with variations show up and it doesn't.

I do not have a business account or eBay store subscription but from I have read I don't need one for the variation option to be available.

Please help - going insane trying to figure this out!

As a new seller, you are given the Quick Listing tool for listing creation. That tool does not support variations, nor does the mobile app.  At the top of the Quick Listing tool, you should see the option to "switch to business tool".

The business tool supports variations, but the variation option may not be immediately visible.

1. Select a category that you know supports variations. 
2. Scroll down to the pricing section, set the listing format to "Buy it now", and turn off "Auction".
3. The Variation section is right above the Description section. If you don't see it, click the triple dots at the very top of the tool and open the Settings gear to enable the Variation section.
