Canceling an order purchased over a month ago and seeker never shipped

I purchased a guitar January 30, 2023 and paid for it immediately.  I had previously bought 2 other guitars on January 23, 2023.  One guitar shipped out but was sent to a different address in a different city.  This “music_club” seller reimbursed me for the one that was sent to the different city.  The 2nd guitar was just shipped last week.  The third guitar has never been shipped and the seller will not respond to my messages.  I have asked him to please ship the guitar or cancel my order.  I have just today asked again to cancel my order, and still no response from him(in China).   What can I do?  I have tried about everything.

Have you tried opening an Item Not Received case.

You have 30 days after the last estimated delivery date to open an INR.

Go to your Purchase History and in the menu next to the item, click I Didn't Get It.
