Cancel an offer button not working!?

I've been trying to cancel/retract an offer for an HOUR.. 23 minutes of that I was on the phone with ebay..still no results 

Here's the deal 

I've been in ebay for almost 25 years..I have a clue what I'm doing. ...sometimes..

But..I'm trying to cancel an offer..I go through process and get to the end where it asks me to pick a reason from the drop down bar,fine..BUT right under the bar,there's a "cancel offer" that is grey with white letters  the kind that is "clickable" once you pick a reason.  But no matter what I pick or do..the " cancel offer" button doesn't move,change or become active no matter what I do.....uhg 

Any thoughts? Thank you!

How much time is remaining on the listing you are working with?  It there are less than 12 hours remaining on the list your options are limited.
