You can message the seller through the contact link on the listing, but don't be surprised if he refuses and puts your name on his Blocked Buyer List. eBay automatically adds Make Offer to listings, and sellers have to actively delete them when creating the listing, so you know this seller doesn't want offers.

You risk being blocked by making an offer on an item where offers are not accepted. Each seller sets their own price and shipping and may not take kindly to someone questioning their prices or trying to lowball them.

Hi @cawin9748 What it boils down to is if you want to risk the seller being one of those flinty sellers who take offense at being asked a question, then go ahead and contact them and ask. If they are one of the delicate sellers who are not emotionally equipped to handle a question from a potential buyer, then they may block you and you won't be able to buy from them. But, really, so what? If they're that kind of seller, are they really someone you want to transact business with anyway? Few items are so rare that only one eBay seller has it. If the seller you have in mind overreacts to an inquiry, find a different, more emotionally secure seller. Good luck!
