Because you have met some buying limit. New members have low limits.
If you tell us exactly (copy and paste it) what the error message says we might be able to figure out which limit you are running into and what you can do to live within the limit until you get enough of a record to warrant increasing it.

According to your profile, you just registered today, so your information may not be in the computers and verified yet. As a new member you will have limits on how much you can spend and/or how many items you can buy at any one time or day. As you pay for your items you are proving your self to be a reliable buyer, and it doesn't take long for the limits to be lifted.

Missing from the information in the link, is the information about open transactions.
Open Transactions (OTs) are:
Items you have committed to buy, but have yet to pay for.
Best Offers you have made, that have yet to be accepted, declined, countered or time out after 48 hours without a reply.
Each Bid you place on auctions, that are still running. Even ones that were outbid until an auction ends. That is because another bidder could retract their bid(s) or a seller could cancel someone's bid(s), leaving you the winner.
There is a rolling number of 4 or 5 open transactions you can have at any one time while your account has limits. As you pay for fixed price items you've committed to buy, Offers accepted, or won auctions you get another OT to use. In the case of auctions, if you bid 3 times, then win and pay or lose, you will get back 3 OTs to use again. That is why @disneyshopper gave you the advice about bidding once as near to the end of an auction as you can.
