Can't link my seller account to my PayPal account

I have just recently started selling on eBay. A buyer wants to use PayPal, so I am trying to link to my PayPal account. I have followed the steps over and over, and it still does not work.

1. Go to My eBay

2. Choose Account

3. Go to Seller Account

4. Click on PayPal Account

5. Click the button that says Link My PayPal Account.

6. Instead of creating a new account, I click Log In at the very top of the screen. That logs me into PayPal, but does not link my account to my eBay account. 

Anyone have ideas?

Buyers can use Paypal with managed payments. NO need to link Paypal.

The buyer just uses the PAY NOW icon.
