Can't figure out why Free Shipping doesn't show up on listing preview (I'm selling)

I click free shipping when I set up the listing (under Shipping). However, that option doesn't appear in the Preview. In the Preview it says to calculate the amount. Can anyone help? This is my last step before going live and I can't figure it out. (I haven't sold on Ebay in a long time and this is different.) I'm at a loss. Thank you.

How you set up Free Shipping depends on the listing tool you are using.

#1 If you are using the quick listing tool (it has a gear in the upper right corner of the listing tool):


You need to first enter the package weight and size or select I don't know package details.
Then select your shipping method of first class etc.


Next Select "You Pay" to offer free shipping in this section: i.ebayimg.com/images/g/8bwAAOSwI7Bivg9n/s-l1600.jpg


If you preview your listing it will say varies, which just means the cost YOU pay to ship your item will vary based on the buyer's location.


Look up the cost of shipping to the state farthest from you using this shipping calculator:


https://www.ebay.com/shp/Calculator ( change to package rate)

Add that shipping price to your item price.

 

#2 On the New Listing Tool https://www.ebay.com/sl/prelist/suggest?sr=shstart (it will have the option to add video in the photos section):

Select small to medium packages from the first drop down menu.


Enter the package weight and size ( this is not required for free shipping but it's a good idea in case you have a return)

Next select Flat RATE shipping from the second drop down box.


Then select a domestic method by clicking on the plus symbol. Once you select a shipping method you will see the Free Shipping Box that you can check.

If there is a shipping method already there that you don't want to use then select the 3 dots to delete it and select your domestic shipping method.

Thank you so much for your well-written and incredibly helpful answer.  I tried to find the answer on my own and couldn't do it.  (I wish ebay had more user-friendly directions from the onset.)
