Can't add new payment method

Unable to print shipping labels because suddenly eBay is asking for a payment method.  No idea why as nothing has changed on my end. 

On both my Android phone and desktop PC I get the same results: 

I click on ADD PAYMENT METHOD, a little pop-up window appears but doesn't load completely, even after 40 minutes. I've tried repeatedly.

Now I'll have a late shipment. 

I don't know what to do.

Make sure you specify a payment method for seller fees and reimbursements.

Actually, it's a bit different on my phone. 

"You need to select a payment option before you purchase a shipping label"

So I click on it and get 2 options to choose from -  

YOUR FUNDS

-it's been this for as long as it's been an option, so what's up?

PAYPAL

- I don't keep more than a few dollars in PayPal

There have been recent payout deposits to my checking account from eBay.

I tried that too. The bank account they have listed was closed last year. They've had the newer account info for months and as mentioned above, payouts have been deposited there. 

There is no option to add another bank account.

Yes, I always select YOUR FUNDS as well.  However, if I do not have any pending payouts at the time I print the shipping label, I still need to have a payment method for seller fees and reimbursements.  Rather than having to check my Paypal account or my checking account, I found it easier to specify a credit card.
