At the moment only a small portion of eBay buyers are subject to providing a payment method when making an offer, so any other users will not be required to do so until eBay changes things.
There is a setting in the seller's Buyer Requirements to require a payment method be specified when making an offer for those select buyers, but sellers have no way of knowing whether a buyer is subject to that requirement in advance.
