Can no longer ship first class international no way to send first class international through ebay

I tried to package and send a customers order today. I tried to create a shipping label through ebay shipping for first class international and I got this message. 

We're having trouble printing your label.

• • We had a problem retrieving the label. [Error: 64541-Content type Documents is only supported for First Class Mail International]

It seem there is now no way to send through ebay a first class packages for merchandise. According to what i could find USPS no longer allow merchandise to be sent international this way. It needs some kind of special first class envelope but we can not print the postage for it through ebay.

If you really need to get items out go to usps.com and use their click and ship, that is what I did. Ebay was useless when I spoke to customer service. Told me to contact the customer and charge them more for shipping so I could send it priority mail flat rate international which they believed was working.
