I sold an item for $18.45. Of course our State charges sales tax, but there was a $3.00 white goods disposal tax added to the total. I have never heard of that.

Generally a tax imposed on the sale of appliances to cover the cost of disposal:

but this is a heater part. not an appliance.

If this is the item you just sold yesterday then it was listed in an appliance category. eBay uses the category the item was listed in to determine the taxes that need to be charged.
