Can I not use the app from Brasil?? My account gets flagged

I’m in Brasil. Can I not use the app from this country?? It keeps flagging my account and won’t let me make bids. Then when I try to customer service call me they only give the option of a US or Canada number. But I have a Brazilian number. **bleep**?
