I am the buyer of the item. I paid for Priority and my package was not delivered on the day it was scheduled. Right now it is still in limbo, has not updated tracking in two days. Now says delivery she scheduled tomorrow, but tracking does not reflect that it is even at my regional facility yet. I doubt it will arrive tomorrow either.
Will USPS refund me as the buyer who was charged the shipping cost, for not living up to their 1 to 3 day service commitments on a Priority Mail package?

Priority Mail does not come with a guaranteed delivery date - it has an estimated delivery date. So no, you are not due a refund. If you would like guaranteed delivery, you need to have your packages shipped via USPS Priority Express (if the seller can accommodate that). The Priority Express class of service is quite costly.
