TLDR another Ebay seller purchased 2 items from me. Added this note...
"Buyer's note: "Hi Please do not include any invoices, receipts or paperwork inside the package. Also, please test it thoroughly/clean before shipping out. Will leave positive feedback for your efforts. Thank you!"
Seems to me this person is drop shipping my items which is against ebay policy. I do not ship items without receipts, and I don't plan on doing it for this person. Just wondering if I should play it safe here and cancel and risk the item defect or just ship the items with a receipt anyway and risk the bad feedback. I feel like no matter what I do here I'm in a lose/lose spot.

In this case the policy applies to the buyer, not you, so it is not your problem nor a violation for you to ship it. Also the buyer may be just sending it as a gift and doesn't want to reveal the price he paid.
