There are several clever scams going on where the scammer pretends that eBay is involved in some way. I doubt that the Loan Company is really involved either. Scammers just make stuff up to gain the victim's trust.
I am so sorry this happened ... but there is absolutely nothing you can do if you paid the scammer in gift cards, Bitcoin, direct transfer, etc. [The only reason you were forced to pay by an unusual method is because the method is untraceable and irretrievable.]
