I have tried numerous times to get a call back from eBay and each time I try, they never call, but I get an e-mail from them saying:
"Hello mb300e4m,
Thanks for your request to receive a call about your account mb300e4m.
We tried to contact you, but weren't able to reach you at the phone number on file, because either:
I am tired of this **bleep** bull**bleep**.
I sit by my phone for hours but it never rings.
It did not go to Voice mail.
The phone was not in use, so no busy signal.
The number is CORRECT and works just fine.
What is wrong with this picture, how the blank am I supposed to contact them?
Does anyone have any ideas?
It has been like this for months!

Is your number a US number?
Do you have a spam blocker on your phone? If so, try disabling it before request a call back.
Do you have a VOIP phone? That seems to prevent call backs.
Some phone service providers seem to have a problem getting calls from eBay; perhaps those providers have eBay's number blocked as spam.
Or else you can try to contact eBay via social media:

Numbers are USA, two cell phones, one landline, one VOIP. None worked. VPN off, no blocks on any phones or providers.

Your landline service provider may have eBay blocked.
Try using the social media route or else request a chat with an agent via the chat assistant.
