I have purchased items on eBay where the sellers listed very clear about the selling product, when the items arrive are not the ones listed, the seller apologize and ask the buyer to send the items back for a full refund when you contact them via eBuy system. This is very wrong since they are the ones who sent the wrong item and want the buyers to buy a postage to return the items, eBay does nothing but created a loop of options leading to the same place, nowhere! If you don't return the item you get no refund even when was not your fault to receive the wrong items.
This is happened to me 3 times this year and eBay does not back me up, the seller have to produce a return label an de pay for instead of the buyer, but since it's a package over seas
sending from the United States to China is not a free service so the whole thing is a problem that eBay does not want to resolve anytime soon.

If you open a Return Request from your Purchase History for an item that is damaged or "not as described", even if it's from a seller in China or other country, the seller is required to either issue a prepaid return shipping label OR send you the postage $ in advance in PayPal so you can buy return postage.
If the seller cannot issue a label, or doesn't send you the return shipping $ upfront, then when you ask eBay to "step in" in the Return case they will close the case in your favor and refund in full without needing to return.
eBay has been enforcing this for a very long time.
