Is there any penalty to buyers that won't pay for items ? Have a couple of these that occurred and could not help but notice that these buyers still have a 100 percent positive rating and are still actively bidding on items

-When an item goes unpaid you wait 4 days and on day 5 Cancel selecting the reason "Buyer hasn't paid". The Buyer will get an Unpaid item strike on their account and if they get 2 in 12 months they will have trouble buying on eBay until their account drops to 1 or less Unpaid strikes. The strikes take 12 months to roll off an account.
-On the page link below - at the bottom of the page should be two payment method requirements for Offers and Auctions. This would force Buyers to provide a payment method before bidding on Auctions, sending or receiving offers: Buyer Management | eBay
