@wendys-treasures That is most likely a Freight Forwarding address if your buyer lives in another country.
Some buyers chose to use this method to send packages to their country because they can make one bulk shipment that costs them less.
Your job as a seller is done once the item safely reaches the Freight Forwarding address. It is perfectly safe to ship there. If the buyer does file a not as described refund request you just issue the return label like normal for the address you shipped to and the seller will not be able to use the label. The case then times out and you win.

Thanks so much for your info, was unsure if Ebay would let me know if shipped through their program.

When you ship with the eBay International Shipping Program 99% of the time items going to Illinois and once in great while CA hub. The labels will have a code that ties you and the buyer to the sale.
Also I see that while eBay did opt you in to the eBay International Shipping Program Canada, Greenland and Mexico are the only countries you are shipping to with the EIS you have all other countries blocked.
I am not sure why you'd want to block so many countries. Are you are aware that once you ship to the eBay International Shipping Hub that your job as a seller is done?
There's zero risk, even less than selling to domestic buyers. When you use the EIS program eBay refunds the buyer for ALL refund requests and you keep the buyers payment.
Let me know if you wish to learn how to update your listings to reach buyers world wide with zero risk.

Thanks for all the help! Changed excluded locations. EIS had an option to do it for me!
