Buyer wants to ship to different address, is this a scam? .. need help

I sent a package via Fedex Sure post for the first time. The buyer had it sent to a po box and after 3 weeks FedEx says they will not deliver to a po o box.  Its been since july 25th since it shipped and seems to be in limbo. I realize now that I should not have sent to a po box in the first place.

Now the buyer is asking for this item to be shipped to a friend where she will be in a different state. Apparently, she is moving.  Red flags go up for me yesterday.  Fedex cannot change the shipment to be returned to me because its sure post.  This is a valuable item and Im really frustrated.  No one at eBay can help me and I don't know what to do. Should I cancel  the order with reason the buyer gave me a wrong address?  How do I know this isn't a scam and Fedex will return to me?  Please help , thanks

FedEx Sure Post ships to PO Boxes, but it would have better better just to ship USPS in the first place. 

Are you sure you shipped by Sure Post? 

Did you ask buyer to confirm his PO Box address?

What does tracking show?

Did you open a lost package claim?  If not, do so now.

Regardless, do not try to ship to another address unless the buyer repurchases it with that address.
