A buyer has contacted me stating the item has 2 small scuff marks that were not disclosed on the listing. I have offered him a full refund in return of the item. He doesn't want to return the item, rather he is looking for a partial refund and threatens bad feedback if not accommodated. I believe this is a ploy to get money off the price of the item. Why not take a complete refund?....do I have to contact Ebay about this? or is it on him to contact Ebay?
Looking for any type of guidance here.....

I would continue to say return for a refund. He needs to open a return request to do this. You will have the option of offering him a partial refund in the return request, if you decide to do that, but this way it is documented.
Many partial refund fishers don't want it documented, so he may decide to quite asking.
If he leaves a negative, and the threat was clear, then you should be able to get it removed as feedback extortion.
The one downside is that you may receive a very damaged item returned to you. I always found this an acceptable expense to not have to give in to, but I have a severe stubborn streak 🙂
