If a buyer cancel a refund request , because he want back the item, what gonna happen, eBay stop refund for him? Can I help me please, I kneed to know because if eBay didn’t sent money for buyer I decide to send again the item to the buyer

If you already received the item back from the buyer, refund them.
Relist the item and if they still want it, they can buy again.
