I sold a 14 kt ring
Buyer requested a fund
once he received the refund he
never returned the ring

That's too bad. You are supposed to have them return the ring before you refund, or else this could happen. There's no incentive for them to return the ring now.

Sorry, but it sounds like you scammed yourself.
The buyer is supposed to return the item before you issue the refund.

Like @kensgiftshop and @fab_finds4u said, you need to get the return before you refund the payment. Once the buyer returns the item, it gives you, the seller to inspect the item and properly refund the buyer. per eBay policy on returns:

Once you've accepted a return, the buyer should send the item back to you as soon as possible. If we don't see any indication that the item is on its way after 15 business days, we may close the return and protect you from negative feedback. Keep in mind that some returns can remain open for up to 35 business days.
I am sorry, but once the money or funds are refunded, the transaction and case are considered closed and resolved. I am sorry as this is not something you want to hear.
I would double check to make sure that your order says refunded or returned. If it does say refunded, you can still get your item back, otherwise there is no recourse.
