Buyer says he cant bid on an item

I updated the item to ship to canada.   Buyer still cannot bid.  He sees that it will ship to Canada but receives an error message 5010 saying unfortunately this item does not ship to Canada

If an eBay bot suspects that there might be import/export restrictions for that item between the two countries (with buyer's country determined by his/her registration address instead of or in addition to his/her primary shipping address), it will block the bid/offer/BIN.
