Post office cannot locate the address the buyer provided. I emailed buyer a picture the day it was sent and have tried to get them to correct it. Now the opened a case that it was not delivered. I don’t mind giving a refund but the item is in transit.

It is in transit back to you or it is still moving towards the buyer?
If the tracking shows that the address was undeliverable, that is the same as being delivered as far as an INR is concerned.
If the package is on the way back to you, let your buyer know this and make sure you reach out to them from the CLAIM they filed. Once a claim is filed, make sure ALL correspondence is inside the claim.
When I have a buyer that has given me the incorrect address and I get the package back. I notify the buyer right away and I give them a couple of choices. I can refund them less the original shipping and fees I can't get refunded or I can reship the item to them as long as I get a corrected address. If they choose option number 2 I let them know that I will invoice them through PayPal for the return shipping costs. Ask them to make sure their address is correct on that payment. When you reship the item, ONLY create your label from this new PP payment so that you don't lose or destroy the tracking info on the original transaction in Ebay. Never go back to the original transaction to create a second shipping label.
