I refunded the buyer because they didn't get the pkg then the pkg miraculously showed up and was delivered how do I get my pkg or money when they don't respond. The case is closed because I sent the refund thinking pkg was lost

All you can do is send the buyer a message asking to repay or send the package back.
If they won't respond, there's not much you can do.
