Buyers can only REQUEST to cancel. Only the seller can file the cancellation. It sounds like the buyer did not file a Returns Request. Had they done this, you have 2 options: Accept the return, and depending on your return policy and the reason for the return, determines who pays the return shipping. If you accept returns for 30 days, you pay the return shipping label, and once you get the item back, then you refund. OR, if you click to refund the buyer, then the buyer is refunded and does not have to return the item.
It sounds like the buyer did not file a Returns Request, but contacted you regarding a cancellation, and you went to your Seller Hub and selected to Cancel order, in which case the buyer is automatically refunded. End of story. If you want the item back, you will need to contact the buyer and send a prepaid shipping label, which you can get from Paypal or pirateship.com, saving the label to a PDF and sending to the buyer in a message.
