Buyer name different from ship to name

I have received an order from an eBay account where the buyer name does not match the ship too name. Should I cancel this order? I seem to remember seeing somewhere that if you send an item to anyone other than the PayPal account holder PayPal can refund the transaction even if the item has been delivered with tracking? Is this correct?  Thanks for the help!

A buyer can send the item to anyone they wish. You job is to ship to the address that comes with the payment. You don't know if the buyer use PayPal or not.
