Buyer wants to return a defective item. I told them no problem - I'll issue a refund - and they should simply work through eBay to return it. Buyer said they did - and eBay asked them for a picture(?) and eBay provided a label. BUT buyer says they don't have a printer and I should send a label.
Something seems off about this - any comments?

eBay does require a photo to open a return. If you received notice of a return request, then they did successfully open the return. If you don't see the open return here - https://www.ebay.com/sh/ord/return - then the buyer has not opened the return. They should get that done before you send a label. If they can't take a photo, they can ask customer service for assistance.
It isn't unusual for people not to have a printer. I don't think eBay has QR codes for return labels, so the buyer is going to have to find a way to print it. Suggest they ask a friend to print it, or go to their library, where you can print a page for 10 or 25 cents. Gently explain that you have no way to get them a label to meet their return deadline.
I have read of customer service emailing the label to a buyer, but then they still have to find a way to get it printed. They would have to ask customer service for help to get the label in an email.

Buyer can now choose to use a QR code on their cellphone for the Post Office to scan and print a return label.
