There is a texting scam out there that I don't think you are asking about, but I'll repeat it anyway because your title may bring others here for a solution:
If a buyer makes an offer and asks that you text a response, that is a scam and is not allowed by eBay. The response to that kind of offer is to say that all transactions will remain on eBay and the buyer should use eBay messages and not attempt to text.
It sounds like, in your case, you would like a notification sent to your phone that an offer has been made. eBay's mobile app should have those sorts of notifications, but the app must be enabled to receive the notification.
