Buyer Fee - Paid to Seller

I noticed on this auction

that the seller demands an additional payment, beyond the winning bid amount. 

In fine print below the description is a table of charges, starting at $130, going to 9%. 

Is this permitted under Ebay rules?  What happens if someone pays the amount bid through Ebay's payment link, but not the extra amount?

This listing is for a motorcycle, which does not fall under ebay's Money Back Guarantee, so I am guessing those buyer fees are acceptable.
