I shipped a watch to the ebay international shipping hub. A week later I got a message from the buyer saying there was an issue with a customs form and they had not received the package. What could be the issue since the International hub was used?

Likely it was some doc mishandling required for the international shipment portion. Have had items sell in the past thru EIS and it was ok.
