Bulk Shipping Unavailable... always unavailable

I think I've gotten this system to work twice over the past 6 months. While my sales are fairly low volume, it would be nice to be able to use this system once in awhile. 

I'm always getting the same message: System Unavailable... try again later!

Like that's an option... waiting around to ship something while the system decides to work.

The eBay bulk system has always had some kind of problem.  Alternative is to use PayPal's Multi Order Shipping, which also has some hiccups. 

You might want to try the free eBay Stamps.com, it imports directly from eBay, updates tracking, and has all the USPS options.
