I recently had an auction close for an item in which the buyer had a "0" feedback rating. I had my suspicions, the account was started the same day the auction closed, but I let the auction close anyway. (My mistake, for not messaging them and for thinking they may actually be ligit!) Lesson learned.
But my question really has to do with blocking buyers on eBay. I just canceled a bid from a different user on the same item, and again with the same "0" feedback rating and the user name started just a few days ago. I tried to message them, and the message form never came up for contacting them. I tried it again, thinking I had done something wrong, and again no message form. So I then tried to add the name to my BBL only, the name did not stay on my list. (I repeated it again, with the same result.)
Any idea what would cause that?

Just a guess. If you typed in the name, but accidentally made a typo, eBay might not register it. I always advise to copy the username and paste it in, just to ensure it goes in correctly.

Thank you for your reply. I did type the first one but copied and pasted the second, with the same thought in mind. Still the same result.

Have you checked that user's feedback page to see if he is a Not A Registered User. That would mean that eBay kicked him off, because closing your own account takes weeks.
