Really frustrating - on multiple occasions, the last few times I sold on ebay, someone new to ebay with zero feedback wins, doesn't pay, and then I have to wait it out to follow the process.  ebay needs to allow seller to block new users or zero feedback if we desire.  Anyone can play games, create users bid, win, not pay and just create another userid.  EBAY please offer this blocking new bidders or zero feedback as an option.

You can go to your buyer management aka Buyer requirements list and on it you will see:

You can use the down arrow to the right of "5" to set the number at "0" .

While you are on that page, if you list item as auctions or with best offer and do not want to drive people away uncheck the payment options ebay opted you into without asking.  Those are below the normal requirements.

If the buyer has not paid by day 4, on day 5 the seller can file a Cancellation with the reason Buyer didn't pay. The seller gets his/her FVF credited, the buyer gets an unpaid strike recorded on his account, no one can leave feedback. Two or more unpaid strikes, and the buyer will find it difficult to bid/buy from sellers who block buyers with 2 or more unpaid strikes. Do you have your Buyer Blocks in place?

As a new seller, you are ripe for scammers.  List as fixed price with Immediate Payment Required (you will need to switch to the advanced/business tool for that option, which is located in the upper right corner of the Quick Listing Tool), no Best Offers, and your listing will stay active until someone actually pays for the item.

I just had a thought. I see on your feedback profile that you have not received any feedback for selling in over a year, but you have sold two items in the last month.  If those items are ones you weren't paid for, did you see Pending on your payment status for those items, and did not think you had been paid?

 

If you did, it was because of a 21-30 day hold ebay places on new or returning seller's first few payments. You may want to check out the info in the link below, in case the one item you currently have listed, sells.

You cannot block bidders/buyers with low feedback for that reason (except on a case by case basis by adding them to your Blocked Buyer List as they come to your attention). The above only LIMITS the number of items a user can buy from you in a 10 day period and can exempt those with more than 5 feedback score from the restriction (eBay phrases that differently, but the way it is worded people tend to read it as absolute block on anyone with 5 or less rather than a tweak to the main restriction).

 

The poster neglected to include the actual Requirement (limit) in the screenshot.  It actually says:

The minimum for the limit on the number of items is one, so nobody is blocked from bidding/buying/making offers until they have won/bought at least one item from you in the past 10 days or are currently the leader on an active auction.

Thanks to all for the inputs.  I have already had all those things set.  I've have people swoop in (new users and/or zero feedback) and win and ghost me.  This has happened twice and I am on the 3rd right now (maybe they'll pay, but doubt it).  I have immediate payment required for BIN.  I assumed that would be for offers too, or at least should be.  They accepted a counter offer then disappear, just frustrating.  It's just a waste of time.  I will sell and will get fees back etc....  but miss opportunities and waste time!

When eBay announced that the pre-authorization testing for Best Offers was completed and the program is permanent for all buyers (with sellers being able to opt their listings out of it) a couple of months ago they also said they would be testing ways to cover counteroffers and other seller offers (it would seem the IPR flow--immediately taken to Checkout and there is no transaction ending the listing/reducing the inventory until payment is actually made-- would be the first thing to test).

 

The IPR on the selling tools is only for the BIN.
