 I checked to be sure I have JavaScript turned on.

I have 3 or 4 emails saying I've received bids.  One person wants me to make an offer, but I can't do that until the first bidder, also the higher, replies

I see 13 active listings. No bids on any of them.

Bids and offers are different things. 

Once a bid has been place no offers can be made.
