Best offer

A couple weeks ago, I saw an antique light I wanted. It was $250 or best offer. I sent a best offer of $225.  I saw that a few minutes after my offer, a previous offer got a counter offer. Mine didn't, so I watched to see if I won. An hour and 10 minutes after I sent my offer, I see that the auction had ended, and I had not won. I was surprised that I had not won, and asked the seller what happened. He said he looked at his phone and was notified of an offer of $225, and he took it. The offer he took came in 70 minutes after mine. So, basically, I had the winning offer, but was overlooked, and a matching offer was taken.  So, I would have thought that in the case of the same offers, the earlier offer should win.

Best offer

No, with Best Offer the earliest offer does not win. The seller can choose among the offers he receives or select none at all.
