I have a seller that keeps sending me offers for merchandise he is selling. I have messaged him and asked him to stop sending me offers and he continues to do so. Is there a way to block a seller so that he can not be flooding my messages with offers that I’m not interested in? Thanks

There is no way to know which buyers a seller is sending offers to. The only way to stop this from happening is to not watch his listings and don't look at his listings.
When a seller sends offers, he is blind to the buyers that will receive the offers. All they see if that an item is "available" for seller initiated offers. The buyer either has to look at the item or watch the item or put the item in their shopping cart to get these offers.

You can opt out of offers, but you might miss out on getting a deal on something you want. Please know that when a seller sends an offer, it is not to 'you', but sent out blindly to all watchers. eBay even has a way for sellers to automatically send out offers when an item is put on a watch list. It is done by eBay, not the seller.
