I had bought a $600 NVIDIA graphics card from a "reputable" seller.
Well, turns out he had shipped an envelope to my local courier, INSTEAD OF THE ADDRESS LISTED.
After weeks had past, I filed a claim for a missing item, and the seller saw the claim and immediately sent "proof" that the item arrived, however the tracking number he provided me, vs the claim in the case was completely different, but ebay's automated system closed the case and sided with the seller.
I called ebay over and over, filed an appeal, went through my bank.
I've done literally everything possible and was not able to resolve this.
Ebay is aware of this scam, because I'm not the only person who has experienced this, but they choose to cash in with the scammers and f%$# over the rest of us.
Stay off ebay, they have zero integrity, or ways to resolve this.

If tracking shows delivery but you do not receive anything, check with the shipping service to determine if the tracking number corresponds to a delivery to your address.
If not, you may be the victim of a false tracking scam or the seller may have given you the wrong tracking number by mistake. Either way, see here for some good instructions about what you can do about it prior to starting a case with your payment provider:

You can avoid many issues by choosing to only do business with sellers that have a proven track record of delivering what was sold and that have sold similar sorts of items before. Avoid new or unproven sellers, sellers with a pattern of serious negative feedback, or sellers that have drastically changed behavior or that have unexplained gaps in selling feedback.

Sadly, this happens occasionally.
The proper way to handle this, is to first go to your local USPS office and see if they can verify where the tracking number was delivered. Note, they cannot give you any details for security reasons, but they can look at the package, how much it weighed, and other details. Make sure you take a copy of your order printed with you. Then if you ask them nicely, see if they can write up a statement on their letterhead stating the package with that tracking number did not have the correct address nor was the correct weight/size for the item purchase (inconsistencies)
Then with that info, contact your method of purchase location and see if they will be able to investigate/charge back from there.
You can also reach out to eBay via Facebook for assistance with this scam, as its well known at this point.
The reason you have not won previously was for one thing, the automatic systems in place and another not having enough proof, such as going to the USPS office and actually confirming and getting a statement from them about it. Time is also important. The longer between knowing you have a problem and reporting it the less likely it will get corrected.
