HOW IS IT that folks list items for 'BEST OFFER" , and best offer does not prevail. i bid best offer with this one seller- on everything he had as far as football cards. no one bid on his cards. I mean= no-one.
Hence, I should have gotten the cards at my best offer bid price. i.e. best offer- as seller had listed..

No. That is not what "Best Offer" means. The "Best" refers to the "Best" that the offeror says s/he can go, it does not mean that the seller has to accept the "best" offer s/he receives (and the highest offer is not always the "best", especially now when scammers are flooding sellers with offers in excess of the Buy It Now price).
A Best Offer is simply an offer that the seller can take or leave. S/he can accept it, reject it, make a counteroffer (which acts as a rejection of the offer), or do nothing and the offer expires (at the duration in effect when the offer is made--24 hours last I heard but they keep changing it, or earlier if there is a bid placed--Best Offer is no longer available after the first bid on the auction, or when the listing ends for whatever reason). The seller is under no obligation to accept any offer or respond in any way to a particular offer or any offer at all.

look anywhere all through Craigslist, OBO means you will probably take less that what you list for.
listed price means - this is the price you think you should get. But deep down, you know you won't get it. so you put OBO in the ad. to solicit bids. Yes I guess you don't have to take the offer price a seller, i.e. the price the purchaser is presenting, but with CRAIGSLIST or all around the world, you don't have to get off your **bleep**, if you know the person selling is not interested- I.E. does not contact you. you recourse as purchaser, is to not drive out to pick it up the goods. Seller had not said, "yes" to the offer. no harm no foul. heard nothing back With e-bay, its all a waste of time. THIS IS A FOREMAL BIDDING PROCES, NOT A GARAGE SALE/CRAIGSLIST. Why put " best offer" out there at all, when the seller never had any intention of selling the goods- except at full price!? this is what you saying in your response, right? in my case, I was the only bidder, no-one wanted the goods, except me. "BEST OFFER" LISTINGS ON EBAY ARE A JOKE WASTE OF TIME. YOU SHOULD CALL YOUSELF "GARAGE SALE", OR "CRAIGSLIST" where the expectation is non-response to a best offer. In fact that would be doing Craigslist and garage sales notices a dishonor. I've had numerous "BEST OFFERS" accepted, and/or declined nicely. A lot more communication than ebay.

We are eBay buyers and sellers who volunteer answering questions of fellow members. We don't make the rules ... only tell you what they are (when we know). Blasting our replies is pointless ... but I notice that rudeness is characteristic of all your Community questions.
I have never used 'Best Offer' anywhere in the country where the seller was forced to accept the highest offer they received ... even if there were only one offer. [Things may be different where you are.]
Here's a link to eBay's policy on Best Offers. Use it ... or not ... however you see fit:

Sellers that put up "best offer", with the stated intent to sell an item, and then don't accept the offer. YES, EVEN IF THERE IS ONLY ONE, should sell that item to the one bidder.
BECAUSE,
1) I take the intent was to sell? otherwise, you would not have posted your item for sale
2) no reserve was ever used or paid for
3) YOU WASTED A LOT OF PEOPLES TIME!
4) you only got one bidder- that should tell you something about the person also. (hoarder maybe?)
5 Maybe, technically, you don't have to accept an offer, YES. but see item 3
6) Put your stuff up at an auction and obtain offers. then decide NOT to sell. Pitchforks will be flying. ( unless you put a reserve in place)
7) Its just greasy
