Buyers cannot turn it off. Each Seller has that setting on their account for both Auctions and Offers. They can turn them ON or OFF.
Some Sellers don't even know they are turned ON because eBay rolled Auto-pay out to Selling accounts with no notification and the default setting is ON.
You can always message a Seller and ask them if they know it is on and would they consider turning it off.

The settings to require payment up front when placing a bid or sending an offer, or requiring immediate payment on fixed price items are all controlled by the seller, so as a buyer, you cannot change that, no.

I won 18 auctions from a seller over a period of couple hours and after about 45 minutes they started being auto paid. The seller was nice though and refunded the shipping on 17 of them.

Yes, you have one hour to change the payment method when an Auction ends or an Offer is accepted wihen Auto-pay is active.
