When I do get a refund on shipping from the seller because auto pay would not give me the opportunity to request combine shipping: it does not include the additional state tax I had to pay on the overage. I now have to contact the seller several times as a result of AUTO PAY. First I check with the Seller to find out if Auto Pay is required and when they don't have any idea about what I am asking; then contact eBay to find out if Auto Pay is ON, It always is ON: the seller again to tell them I want combine shipping; Then contact to seller again to remind to them when I win a bid. I have been a Buyer on Ebay for 17 years and I am now considering closing my account.

The seller does not have the sales tax you paid and therefore cannot refund it him/herself. eBay will refund the tax on that portion (assuming that your state includes the s/h fee in calculating the tax and therefore there is some to refund) but it takes longer to do so.

,you right that the Seller does not collect the tax; but Ebay has not refunded me the tax.

Ebay has rigged the process against both the Seller and the Buyer. They charge each different shipping fees, which incurs different costs for each and result in more profit for eBay. The buyer has lost control of shipping method (Standard vs Priory/Next Day) and the Seller has limited box sizes to choose from. It is rigged to profit eBay. Not to mention the tax issue!
