I purchased expensive bracelet from retailer in Japan. I noticed it is coming directly to me. Does eBay not authenticate item?

If an item is going to be authenticated, it has the blue authenticity guarantee check mark and seal.  Not all items qualify.

To be eligible for the Authentication Guarantee, the seller has to be registered on ebay.com, the item has to be on the list of manufacturers for a minimum price listed on ebay.com and the buyer also has to be registered on ebay.com and located in the USA.

I also found out that if a seller has an extremely high positive rate of reviews they are exempt as was the case in my situation

I don't think any sellers are exempt, but there could be something else that makes it not qualify.
