I can't find the answer to this. I have a buyer wanting me to reimburse him for excess shipping costs because he is buying two items. I have told him that I can combine the orders so he will only be charged for the actual shipping. I'm assuming that the buyer is charged for shipping at the time I confirm the package cost and buy a label. Is that correct?

No, the buyer is charged the shipping in your listings when he pays through checkout.
If you have told the system that you will combine shipping, the buyer will see a link to request a total from seller in their cart. You can then send an invoice with the correct shipping. If you have not enabled combined payments, or the buyer doesn’t use the request link, he pays the sum of the shipping in your listings.
