If you opened a return or an item not received case and the seller has not responed within the allowed timeframe, go back to the case and click the button to ask eBay to step in.
It should not be necessary to speak with eBay, but at the link below, you can request a call back from eBay by clicking Have us call you on the left side of the page. If you don't see that option, click Chat with our automated assistant. Then type "agent" at the bottom in the chat box. You'll see an option to request a call back there.

If you started a case with eBay as a buyer and more than three business days have passed, you should be able to check the status of your case or ask eBay to step in:
