I had an open request to solve a problem with a vendor that I had bought a tablet, it turns out that the article did not reach my hands and I got in touch with the ebay messaging, after many attempts he answered me and we entered in an agreement that he deposited the refund, but he told me that I had to close the application first because ebay would not let him deposit, ignoring this I closed the application waiting for the seller to deposit the refund and never again answered, now I do not know what to do because he does not answer me, ebay tells me to close the application and that he can not do anything.

You never close a case until a seller refunds you. Once a case is closed you can't open it again.
You now need to file another case on paypal for item not received
Follow all of the steps. Do not let it time out. Ask Paypal to step in and help after 7 days if the seller has not refunded you.
