There are some similar posts over on the iOS App board. eBay is aware of the issue and is working on it.
You might try uninstalling the eBay app, restarting your device, then installing the latest version of the eBay app from the App Store. But it may take eBay providing a new update for it to work again.
Or else try using a browser to go to ebay.com.
