Anyone else have a seller giving only an 8% refund? Not the full amount

Due to a situation I have, I have to return an item back to the seller. Then the seller SAVADI-CAR01 emailed me telling me not to sent the items back, and he will give me an 8% refund. That would be a total of 10 USD of a 115 USD charge. How do I rectify this? I do not want to keep those items nor try to sell it nor give it to my friends. The Jeep trim is for an old 2006 Jeep which nobody has or wants. Which was what the seller was telling me to do.

If sold with no returns, the seller does not have to accept your return. If sold with returns, he must let you return it for a full refund no matter the reason, although he may be able to deduct a % if it is not in the same condition as shipped.
