Additional Payment for Shipping and Import Charges

I received an invoice with additional international shipping and import charges. I sent payment via Paypal but seller never received the full amount to cover for his own shipping costs. I realised the additional payment was made to a separate user. Is this normal?

The separate user was probably the global shipping program aka Pitney Bowes. When the seller uses the global shipping program, you are charged custom fees upfront and those fees go to Pitney Bowes.
