Accessing account outside of the US without access to primary phone

I am out of the country and dont have access to text on my phone. I am not able to receive security codes to my phone to be able to sign in to my account. What are my options? I am not even able to get to the point of talking to a real person on chat.
 
I get this message:

There are some instances where a member can not contact support without signing in. If you are unable to sign in and are stuck on a page like that, here is how to get around the sign-in:
